long time ago i came in this forum , but apparently somebody is stil reading it.
regarding the valves , just take the measurements from the manual , and ask for blanks.
you wil have to machine the tops , and machine the slot for the spring retainer.
last time i ordered 8 mm blanks at schrick ,
my nuovo runs royal enfield bullet valve springs , to get rid of the stupidly stiff springs

a 15x24x5 seal , kept in place by a metal plate
( slightly beveled inside diameter , not to interfere with the seal lip) the plate is fitted with two screws
no problems with oil blowing by , the oil pressure adds to the sealing of the seal

on a morini the oil pressure pushes the seal out , on a NF if you machine the inside of the bush and fit the seal there , the seal cant be pushed out
morini's run pretty high oil pressures, compared to the NF

the aluminium bush is not a bearing, just a primitive way to get some oil into the end of the crank

a oil seal is a more elegant solution , but needs a smooth shaft,( that is where the speedi sleeve could help.)
the morini twin has a similar layout, and a oil seal to feed oil into the crank.
on the morini the seal has a metal plate , to prevent it blowing out.
machining the original aluminium bush to incorporate a seal shouldnt be hard.

i cant help you with a good adress for the 8 mm valve conversion , i tend to do the machining myself.
you are quite lucky the valve didnt snap
you found out about the valve springs  :-) those should be changed too...
having this happen after 23.000 km sucks.

not  sure what is wrong with your gearbox , but the shift spring is known to break.
that will show by the shift lever not returning to neutral position.
fortunately ( unlike on the guzzi twins) the spring is easy to change
on all my guzzi's ( i'm at number 6 now) that sping failed at least once....

the pressure release valves just dumps the oil into the engine, lubricating the camshaft.
so the oil flow can never get bigger than with the pressure release valve open.
the other interesting fact is that without the oil pressure release valve open , the camshaft isnt actually lubricated.
that is why NF camshafts are usually completely worn, even at low a mileage

i espect the valve guide to be shot ( they usually are )

you might try a richer mixture,
failing to settle back can also be a weak mixture.

the original fairing was used on a variety of guzzi police models ( V7,T3 V50 NF) so that is pretty easy to find
it might helptoknow  where you are located,
the original NF panniers are hard to find ,but the metal V7 panniers fit well, with just small alterations to the frames
those are easier to find.

springs dont actually wear ,they just get longer.
so you can repair them by bending the loops with needle nose pliers to restore proper length.
one of them is supposed to have some slack around its mounting bosses ( i think it was the one with the thicker wire)
the other should just be slipped on the bosses, without preload.
usually the pivot points of the bobweights wear out ,up to the point where the bobweights  fall off.
those are still repairable, especially because the auto advance unit has been unavailable new for at least a decade.

i measured the outside diameter of the pulley,
the effective diameter depends on the width of the belt , and that diminishes with wear.

the police models had a 90 mm pulley
the charge warning light should dim as soon as the engine runs, even at a 800 rpm idle.
