The parts manual shows a couple of rubber rings that supposedly keep the fork shrouds concentric to the fork tubes.  Is this correct?  yes
 would replacing these solve the shroud rubbing issue?yes if no other distortions are present on the forks

yes approximately 38mm of the seal carrier shows past the bottom of the fork shroud when the bike is on the centerstand.

Hello Lee,

I must correct what previously said

the correct part number of the pulley for the Civilian model equipped with Dynastarter is 10701455

and not 10701401 that is for the Military version without Dynastart

Hello Lee,

with the Dynastarter, it is absolutely important, to
avoid damage to the appliance, also fit the reduced 73 mm pulley
 

- The measurement of the belt, although the distance is adjustable (through the slotted hole on the anchor plate), for the smaller pulley, must be reduced.

For the 90 mm pulley the measurement is 10 mm x (approx.) 666 mm.

For the 73 mm pulley, the length can be reduced up  to (approx.) 645 mm.

(lower measurements, not allowing the passage around the flywheel, would make it essential to disassemble the same, to replace the belt)

Hello Lee,

at that time it was foreseen a Bosch regulator with the following code:

 regolatore Bosch Cod 190 219 001/5 used in combination with the Bosch Dynastart with the code:
Cod. Bosch 00 10 35 0005 - J—> 14V 11 A32 12V 1 PS

as an alternative, a relay can be added to use the Militare regulator as indicated on the here below link:

it is recomended to use the correct type of regulator with correct type of Dynastart

Welcome Lee,

the Dynastarter was originally foreseen for the Civile version and few late version of the Militare ( Sahara)

the regulator of the Civile is different from the one of the Militare

The standard shocks are foreseen with  the correct extended length of 320mm which apply for both  civilian bikes and military;
my NF Military has stock shocks, with lenght of  320. 
my NF civilian has non stock shocks with extended length of ~330mm.

Even my Civilian bike rests somewhat lightly on the centerstand, meanwhile my Military is very stable
