It's in the Manual from Pages 76-79 (in Italian). I think it says the contacts should close at 1440 rpm, and it seems that's the dynamo rpm and not the engine rpm. You should see 14V approximately. Some translation from Bing,:
"When the dynamo is placed in rotation connected with its own control unit, the generated voltage gradually increases with the increase of the RPM; No delivery until the contacts of the switch of the control unit will close.
Current supply start-up 1440 rpm at 1 '.
Scheme corresponding to a delivery equal to 2/3 of the maximum intensity 7000 laps at 1 '.
Maximum RPM 7000 rpm (can not be exceeded the maximum motor revs)."
